Gift Aid Simplification Measures Questionnaire

This questionnaire has been prepared by a group representing: CFDG, CTG, IOF, Small Charities Coalition, Stewardship and the Churches Legislation Advisory Service. It is an opportunity for us to effect real change for the better of the sector. We would therefore be grateful if you could take 15 minutes to complete this survey.

In May 2010 the Charity Tax Group put together a paper outlining some of the options for the simplification of Gift Aid. This paper was circulated to the members of the Gift Aid Forum, a body set up by the Treasury to consider whether further measures are needed to improve Gift Aid.

At a meeting of the Forum on 10 June 2010, the Treasury minister responsible for charity taxation, Justine Greening MP, said that the objectives of Gift Aid reform are to:
1. increase its take up; and
2. simplify the system

There are various initiatives taking place:

• The Institute of Fundraising is co-ordinating a working party looking at the introduction of a composite rate scheme.
• CAF has commissioned a study by ResPublica looking at the way technology could revolutionise how people give and the way that Gift Aid could operate.
• The Charity Tax Group is co-ordinating a working group looking at simplification measures.

The simplification group undertook at the last Forum meeting to report back to the next meeting of the Forum in mid-July and the members of the working group are very keen to get your views on some of the measures being proposed before these proposals are submitted. We are working to a very tight timetable because the Gift Aid Forum is due to consider proposals from the Treasury in September and we need to influence those proposals so meaningful reform can be introduced before the end of the transitional regime in 2011.

Given the state of the public finances, the Government is interested in hearing from the sector whether changes can be made to make the system more streamlined and efficient. Some of the questions in this survey are targeted at reducing the administrative cost for HMRC. Such measures could result in losers for the sector. However it is hoped that any loss would be mitigated by the increased take up resulting from a simplified system and better education for donors and charities alike. We therefore would welcome your views on this.
